SEAMLESS AVIATION POLICY TO BE IMPLEMENTED IN AVIATION INDUSTRY

Mr. Munkhnasan, Director General of Mongolian Civil Aviation Authority (MCAA), held a meeting with employees of Air Traffic Services Division and Communication, Navigation and Surveillance Services Division. At the meeting, he summarized the current situation of the civil aviation sector in 2021 and presented the policies and activities to be implemented in the coming years.

“Mongolia’s civil aviation sector has been in decline for the past two years drastically due to the global outbreak of COVID-19. In order to overcome this challenge in a short period of time, the civil aviation sector is planning to introduce “Seamless Aviation” policy, which includes six sub-policies: “Healthy Legal environment”, “Free Airspace”, “Blue Sky”, “Global citizen”, “Flying high” and “Attractive Airport”. “We plan to implement the policy,” said S. Munkhnasan, Director. He continued, “We believe that this policy will help to develop the air transport sector, which is the only opportunity for our landlocked country in the world, and increase passenger flow”.

“’Healthy’ Legal environment” policy, for instance, envisages the urgent adoption of the Civil Aviation Law, which has not been updated since 1999, and the revision of policy documents and regulations. This will create a “healthy” legal and operational environment. However, within the framework of the “Free Airspace” policy, the airspace will be streamlined and the number of over flights in Mongolian airspace will be increased, which will help improve security, he noted.

Mr. Munkhnasan, also emphasized that aviation operational priority must be set towards people, both passengers and aviation personnel in the coming years. Within the framework of the “Global citizen” policy, special attention will be paid to professionalism, expertise, and responsibility. The “Seamless aviation” policy, which will run until 2025, is expected to bring forth many positive outcomes, such as upgrading the fleet in the civil aviation sector, increasing the number of aircraft, improving safety, and increasing cargo turnover and passenger traffic volume.

During the meeting, the voices of the community were heard, and questions were answered promptly and their initiatives were noted. Moreover, in four weeks’ time since taking office, Mr. Munkhnasan met with representatives of all Civil Aviation Authority units, local airports, professional associations, and trade union committees to review their 2021 work report and gave relevant directives.
