PERSONNEL LICENSING DIVISION

Mission of division: To implement safety surveillance on flight safety in scope of 7 parts of MCAR’s, designated by the Director General.
Regulatory framework: Chicago Convention on International civil aviation, ICAO standards and recommended practices, Mongolian Civil Aviation Law and other associated law, Mongolian civil aviation rules, DG safety orders, manuals and procedures.
Operation: Accreditation and certification of civil aviation main professional personnel, certification of civil aviation training organization, including:

Responsibilities: Supervise the validity of personnel license ratings and certificates, maintenance of skills, and activities of aviation training organisations and aviation maintenance training organisations in the following areas. It includes:

  • Part-61 “Pilot Licences and Ratings”, issuing, suspending, revoking, extending the valid period of validity of pilot license rating and foreign pilot’s license;
  • Part-63 “Flight Engineer Licences and Ratings” – issuing, suspending, revoking, extending the valid period of validity of pilot license rating and foreign pilot’s license;
  • Part-65 “Air Traffic Service Personnel Licences and Ratings” – issuing, suspending, revoking, extending the valid period of validity of pilot license rating and foreign pilot’s license;
  • Part-66 “Aircraft Maintenance Personnel Licensing and Ratings” – issuing, suspending, revoking, extending the valid period of validity of pilot license rating and foreign pilot’s license;
  • Part-67 ” Medical Standards and Certification” issuing Medical Certificates and conducting inspections on issues related to license holders;
  • Overseeing the compliance of ICAO language proficiency testing activities;
  • Part-141 “Aviation Training Organisations” issuing certificate, amendment, accepting training organisation exposition, conducting audit;
  • Part-147 ” Aviation Maintenance Training Organisations” issuing certificate, amendment, accepting training organisation exposition, conducting audit;
