Objective: To provide the oversight of aviation services safety and security activities under the delegated authority of Director General of the CAA of Mongolia.
Scope of activities: Main activities of AANOD is to issue, renew, revocate and cease the certificates of Aerodrome, Air Traffic Service Organization, Aeronautical Telecommunication Services Organization, Instrument Flight Procedure Service Organization, Aeronautical Information Service Organization, Aviation Meteorological Service Organization, Aviation Security Service Organization and Regulated Air Cargo Agent under the Mongolian Civil Aviation Regulations. Also AANOD is surveying certificated organizations operation for the fulfillment of related civil aviation legislations, relevant standards and regulations; and the acceptance of the operational procedures and manuals. Aviation safety and security surveillance activities are implemented through the following:

Responsibilities: To perform the following aviation surveillance and aviation security quality control activities for ensuring the compliance of civil aviation legislation and regulations, including, but not limited to:
- Safety oversight over:
- aerodrome design, maintenance, apron management and visual aids for navigation and airfield lighting service; and wildlife hazard management and rescue and firefighting operations;
- air navigation facilities and the certificated aeronautical telecommunication service organization;
- air traffic management, air space management and the certificated air traffic service organization;
- the provision aeronautical information, aeronautical data and NOTAM service, ARO service, Pre-Flight Information service, digital data set service, aeronautical chart service, AIP service of the certificated aeronautical information organization;
- the certificated instrument flight procedure service organization activities and the registration of instrument flight procedure;
- aviation meteorological service organization and aviation meteorological service providers and users (airlines and ATS) activities for ensuring the compliance of regulations
- acceptance of Expositions and operational procedure manuals of the certificated organizations according the civil aviation rules Part 139, 171, 172, 173, 174, 175.
- Aviation security quality control over:
- effective implementation of aviation security programs of airport operators, aircraft operators, air traffic service provider, air cargo operators and other aviation entities with relevant responsibilities by the NCASP; and SOP’s of the certificated aviation security service organizations;
- acceptance of Expositions of the certificated organizations according the civil aviation rules Part 140; and Aviation security programmes of airport operators, aircraft operators and other entities.
